Project Overview

The project upgraded a section of Heathcote Road to improve safety and traffic flow for westbound vehicles. It extended an existing overtaking lane west of the Woronora River crossing, creating a continuous 2.5-kilometre stretch of two westbound lanes between Heathcote Road Bridge and New Illawarra Road.

Our approach

We gave Transport for NSW a clear, practical pathway to meet an accelerated environmental assessment program. We set up a no-surprises working rhythm, with regular communication, early issue escalation and close coordination across the project team. We selected specialist subconsultants based on capability, project fit and trusted working relationships, which helped us manage quality, timing and technicalinterfaces with confidence. This proactive approach kept the REF moving, gave Transport clear visibility of progress and helped the projecttransition smoothly from assessment to delivery.

What we delivered

We prepared the Review of Environmental Factors for the Heathcote Road upgrade and managed the specialist inputs needed to support it, including socio-economic, air quality and climate change assessments. After public display, we prepared the submissions and determination report to support project approval.

We also prepared the Construction Environmental Management Plan and key sub-plans for flora and fauna, noise and vibration, and soil and water management, helping Transport move efficiently from environmental assessment into delivery.

Impact

We helped Transport for NSW meet an accelerated approval program and keep the road safety upgrade moving toward delivery. By completing the REF and determination report ahead of the program milestone, we gave Transport the confidence to progress the project without delay. Preparing the Construction Environmental Management Plan and key sub-plans in parallel with the REF also reduced the time between approval and construction, giving the delivery team clear environmental requirements from the outset.
